These positions are located under the Division of Fish and Wildlife Conservation (WO230) and under the Division of Environmental Quality and Protection (WO280) in Washington, DC. Information about the area can be found at Washington, DC.

Travel and relocation expenses are not authorized.

Physical Demands: The work involves office activities, largely of a sedentary nature. Travel is required in connection with various work assignments. The employee often works under very tight deadlines involving projects of national significance.

Work Environment: Most of the work is performed in an office setting where risks, generally associated with an office environment are present. Some temporary duty travel to field locations is necessary.

Responsibilities

The incumbent will serve as a Division Chief under the Resources and Planning Directorate. Major duties include but are not limited to:

Human, Fiscal & Material Resources Management:Provides supervision for members of the Division; responsible for position management; identifies skill/personnel needs within the Division, Responsible for all aspects of human resource management within the division. Supports two or more work/team leaders/project coordinators, committee chairs, subordinate supervisors or other comparable personnel.

Allocates and monitors the Division’s operating budget, and approves overtime/ compensatory time, travel, training and other expenses.

Manages Division workflow, assigns work projects and tasks and assure quality control of products and staff work.

Internal and External Coordination:Coordinates with other Headquarters entities to ensure cooperative relationships and effective information sharing. Balances skill needs with available resources; identifies issues, ensures consistency, and promotes efficient working relationships; and ensures proper allocations of resources, as well as providing needed support to Departmental and other internal customers.

Identifies and implements ways to reduce or eliminate barriers to efficient operations and to improve business practices and facilitate Division meetings.

Serves as, or supervises Division members who are, the primary BLM contact for external customers and stakeholders, field offices, non-governmental organizations, foreign government representatives, and other agencies for matters within areas of the Division’s program responsibility. Develops and maintains close working relationship with non-governmental groups, industry, state, local, and Native American organizations who have an interest in areas of the Division’s program responsibilities.

Principal WO liaison for the assigned program(s) with the BLM field offices, Office of the Solicitor, other Federal Bureaus and Agencies, interest groups, associations, state agencies and the public, and ensures close working relationships.

Program/Policy Management:Supports strategic and tactical planning that reflects BLM mission, goals and objectives relative to program areas of responsibility. Provides programmatic input to the BLM budget Division and the Assistant Director on long-range program and fund acquisition strategies, recommendations for budgetary resources needed to support program efforts, and input to the preparation of budget justification documents and Annual Work Plan directives.

Develops policies and procedures to ensure proper Federal implementation of the assigned program(s), balancing resource development, environmental protection, and resource protection needs as a public trustee, and with a consideration for maintaining healthy public land conditions.

Determines need, and provides initiative, supervision, and national-level coordination for the timely preparation of regulations, procedures, or other policy statements and directives to ensure consistency and uniformity of policy and statutory implementation in areas of program responsibility. Directs preparation of comments on other Bureau and Agency regulations. Manages preparation of legislative proposals for the Department legislative program, and directs the preparation of comments on legislation and other Bureau and Agency legislative proposals in areas of program responsibility. Supervises development of technical input for testimony prepared for Bureau and Departmental officials.

Qualifications

Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirements - please be sure to include this information in your resume.

For GS-15:One year of specialized experience, equivalent to at least the next lower grade level (GS-14) in the federal service is required. Examples of specialized experience at the GS-14 level or equivalent level include: Experience directing and managing the development of regional and/or national policies, procedures and guidelines for areas of program responsibility; experience developing program budget, policies, procedures and guidance for all aspects of resource programs; experience providing technical direction to subordinate employees on the work to be accomplished; experience resolving complex and highly controversial issues and problems identified relative to policy guidance implementation in environmental assessments, environmental impact statements, resource management plans and on the ground management activities.

Substitution of Education: There is no substitution of education for experience at the GS-15 grade level.

Experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

TO QUALIFY FOR A DETAIL: The applicant must show in their resume the ability to learn and obtain experience in this position. Applicants who do not qualify for a temporary promotion will be considered for a detail to obtain the experience for future opportunities.

The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

This is a not-to-exceed 1 year detail/temporary promotion assignment (dependent on qualifications). Multiple selections may be made from this recruitment. Length of assignment is dependent on the applican'ts availability and may be set for less than 1 year, but may not exceed 1 year.

Applicants who score 90 and above but do not qualify for a temporary promotion will be considered for a detail to obtain the experience for future promotion opportunities.

Individuals who have special priority selection rights under the DOI Career Transition Assistance Program (CTAP) must be well qualified for the position to receive consideration for special priority selection. CTAP eligibles will be considered well qualified if they earn a minimum score of 90 (prior to the assignment of veteran's preference points) on the rating criteria for this position.
