This position is located in the Department of Homeland Security (DHS), Office for Civil Rights and Civil Liberties, Office of EEO and Diversity Programs.

The Equal Employment Specialist is responsible for investigating high profile, complex and specialized EEO investigations of DHS headquarters employees and applicants for employment. Such cases may involve particularly sensitive issues (such as sexual harassment), or high-level officials of the Department (such as SES members or bureau heads).

Promotion Potential: This position has promotion potential to GS-14.

Responsibilities

As a Equal Employment Specialist GS 0260 14, your typical work assignments may include:

Duties for the Equal Employment (EEO) Specialist position include, but are not limited to:

  • Investigating charges of employment discrimination based on age, race, color, religion, sex, reprisal, national origin, disability, pregnancy, sexual orientation, parental status and protected genetic information.
  • Reviewing facts relevant to allegations of discrimination, including treatment of employees and any policies and practices which may appear to constitute discrimination.
  • Obtaining affidavits from witnesses under oath or affirmation, or by written statement under penalty of perjury.
  • Ensuring that evidence is not prohibited from disclosure pursuant to law or Executive order.
  • Compiling investigative files, and ensures tracking systems are updated and accurate.
  • Conducting training and briefings for employees and managers on the role of the investigation in the EEO complaint process.
  • Managing the complaint process.
  • Reviewing investigative files to ensure they are legally sufficient, such that a fact-finder can make a determination as to whether unlawful discrimination occurred.
  • Conducting training and briefings for employees and managers on the role of the investigation in the EEO complaint process.
  • Serving as the subject matter expert in making recommendations for the agency on the acceptance, partial acceptance or dismissal of discrimination complaints.
  • Managing the administration of enterprise wide tracking systems (for example, Complaints) and creating detailed reports for the tracking system including accountability for timelines.

Qualifications

Specialized Experience:

To qualify for this position at the GS-14 level, you must have at least one (1) year of specialized experience (equivalent to the GS-13 in the Federal service) obtained in either the private or public sector that included the following tasks and responsibilities: (1) Independently investigating charges of employment discrimination based on age, race, color, religion, sex, reprisal, national origin, disabilities, pregnancy, sexual orientation, parental status or protected genetic information; (2) Determining scope or direction of investigations based on case information; (3) Applying information regarding personnel policies (e.g., employee relations, qualifications, employment records, job qualifications, etc.) to the investigation process; (4) Utilizing equal employment opportunity (EEO) policies and procedures (e.g., 29 CFR Part 1614, Management Directive 110, etc.) in the investigation and/or resolution of charges of employment discrimination. 5) Reviewing investigative files to ensure they are legally sufficient, such that a fact-finder can make a determination as to whether unlawful discrimination occurred.
